So, the basic idea is that it enhances combat and similarly mote intensive situations so that there's a reasonable charge time. Prime Charms will, hopefully, add depth of playstyle to characters who use Charms tactically instead of repeating the same flurry-2/7 combo until mote attrition takes its course. The only big issue I'm working with is keeping elders from dominating. They should keep the advantage, but it shouldn't be entirely one sided.
